Bush Says World Should Not Be 'Fooled' by Iraq

President Bush said on Tuesday the U.N. Security Council "must not be fooled" by an Iraqi offer to allow the return of U.N. weapons inspectors, as the Pentagon moved ahead with contingency planning for possible war.
